Non-EU citizens, whether Arabs or others, must first apply for a Schengen visa before obtaining a residence permit, which must be brought to Portugal. This allows non-EU citizens to enter and obtain freedom of movement within the Schengen Area. Therefore, they have up to 6 months from the date of arrival to apply for a residence permit.
The application process for a type 1, 2 or 3 visa (see Visa types in Portugal) requires you to apply for a Schengen visa. And you can do this online, print it out, fill it and send a hard copy (pdf). The online application lets you track its status in the system, while the requirements state that you must complete this application in Portuguese language, some Portuguese consulates have accepted it in English language.

If you have completed the hard copy (pdf) of the application, prepare two copies of the application form for each applicant with passport-style photographs that have been taken over the past six months, attached to each copy unless you are having a personal application at the consulate. Your signatures on this form must be notarized (by the notary) and applicants located more than two hours' drive from their consulate are allowed to submit an application by mail. Finally, you will need to submit one copy of each application to the consular office of the Portuguese Embassy, which has jurisdiction over your place of residence.
 
If you apply online, your consulate will request that you bring the full set of supporting documents with you to a personal meeting.
If you submit a paper application, you have to make a personal appointment with your consulate and bring all supporting documents with you.
Note that since May 2014, consulates have collected vital data (fingerprints and photos) from applicants and this is one of the reasons why personal appointments are preferred as these records are kept for 5 years and can be used when you extend your residence.
Remember that a Schengen visa application is necessary regardless of the visa type and you must bring the remaining copy with you to Portugal.
