With the exception of GCC nationals and those with valid residence permits, all nationalities arriving at Saudi airport are required to obtain a visa for Saudi Arabia. Always check with your travel agent, or the nearest Saudi embassy in your country before traveling. As long as you are a resident and investor in the UAE, you can enter Saudi Arabia without a visa

Yes, since you are an investor and a resident of the UAE, you can travel without the need for a prior visa to Saudi Arabia as Saudi Arabia is part of the Gulf Cooperation Council and then you do not need a prior visa to enter Saudi Arabia as a resident investor in the UAE.
