We would like to inform you that one of the visa requirements for any country is a residence and therefore without UAE residence the visa will deny, so the visa requirements of Azerbaijan are:
1- Passport and validity of not less than six months
2-Clear personal photos like the photo affixed to the passport.
3- Submit a bank statement indicating the movement of the account for the last three months to ensure the expenses in case of travel.
4 - Make flight bookings one way.
5 - Submit hotel reservation (TCT) can be dispensed in the case of an invitation
6- Providing health insurance policy.
7 - Submission of residence and to be valid for at least three months in addition to the consent of the sponsor if you are an expatriate.
*** And then pay the fees prescribed on the visa, which is estimated by the embassy at the time to remain the decision of the embassy in approving the granting of the visa or not

We would like to inform you that if there is no Azerbaijan embassy in Philippines, then you can apply for visa where you reside in UAE. Also you can ask the help from any travel agency in Philippines and they will handle the procedures to issue visa for you by their agents, and they will contact the nearest embassy to Philippines.
