Here is the text of the UAE Penal Code regarding your inquiry:
Article 424
Any person who demolishes or destroys property owned by a third party who has been rendered unusable or in any way disrupted shall be liable to imprisonment for a period not exceeding one year and to a fine not exceeding ten thousand dirhams or either penalty.
The penalty shall be imprisonment if the offense results in the disruption of a public utility or facility of public interest or if it entails putting the life, security or health of the people at risk.
The penalty shall be imprisonment for a term not exceeding five years if the crime is committed by a gang of at least three persons.
