It should be noted that after reviewing your inquiry and legal scrutiny we would like to inform you that muslims cannot adopt a child.
However, they can sponsor the living costs of one.
Expatriate residents can adopt a child. The law of the parents’ country and that of the child's country will apply.

Adoption by Muslims (citizens and residents)

Adoption is not recognised in Islam. However, raising, caring for, sponsoring or fostering an abandoned child or an orphan is allowed and encouraged when done through licensed charitable organisations.

The child carries the family name of his or her biological father. Emirates Red Crescent Authority facilitates sponsoring arrangements.

Adoption by non-Muslim expatriate residents

Expatriate couples who are not Muslims can adopt while living in the UAE as per the laws of their country/ies of citizenship and that of the child's.

Their embassies in the UAE must determine whether the parents are fit to adopt and then may legalise the adoption. The couple can then take necessary documents to the country where they wish to adopt, where they contact a lawyer or facilitator who can help them find a child in an orphanage.

Next, they must go to a court in that country to certify the adoption and then to their own country's embassy to legalise the process.
