We would like to inform you that the Kuwaiti Interior Ministry issued a new decree on Tuesday to impose strict conditions on the granting of driving licenses to foreign expatriates in the country, including linking them with residence permits validity and a minimum salary.

The new conditions included that the applicant for a private or public market license of non-Kuwaitis must have legal residency in the country for at least two years. The conditions also included that the monthly salary of the expatriate should not be less than 600 Kuwaiti Dinars, and that he holds a university degree. 

The decision revoked the driving licenses obtained by the driver, the delegate general, the Passport representative and the representative of social affairs and labor, by canceling his residence in the country or changing his profession on which the license was issued. 

Those whose license is revoked shall not be granted a replacement unless after two years, and under new procedures. Driving licenses shall also be revoked in the event that the licensee changes his profession on the basis of which he obtained the license to another profession not covered by this resolution.

The decision excluded a number of categories, namely the wife of a Kuwaiti and his foreign widow or divorced foreigner who has children from him, and spouses of Kuwaiti women and their foreigners children and illegal residents with valid security cards and students enrolled in a university or an applied institute inside Kuwait.

The decision also excluded housewives who have children, provided that their husbands are among the categories authorized to hold a driving license that is excluded from the residence and salary conditions, members of diplomatic bodies, professional players in government clubs and sports federations, drivers, general delegates, passports and social affairs and labor representatives, only. Those who have legal driving licenses issued by their country or any other valid country.

The decision also excluded private servants like working for at least 5 years connected to the same sponsor, provided that the profession was changed to a driver, oil technicians in oil companies, nurses, physiotherapists, all other medical professionals, pilots, captains and their assistants and dead washers.

Judges, prosecutors, consultants, experts, faculty members of universities and applied institutes, journalists, media professionals, doctors, pharmacists, engineers, teachers, social workers, researchers of all names, legal professionals, translators, librarians, mosque imams working in government agencies, and athletes trainers working in sports federations and clubs in government agencies are excluded from residence and salary conditions.

The decision clarified that the categories excluded from the requirement of the residence condition are specifically the general directors, their assistants with their different names, the managers with their different names, the accountants with their different names and the delegates with their  different names.
