We would like to inform you that the NOC is the certificate that you obtain from a party that allows you to do something with this party's consent. 

And regarding the deduction of your salary, you should submit a complaint to the Ministry of Human Resources and Emiratisation against your employer that he has deducted from your salary unjustly along with attaching the documents proving the validity of your complaint. The employer will be investigated. If you are found to be right in your complaint, your employer will be sentenced to refund your money.
