If she is not a resident of the UK, she cannot obtain a visit visa, but the best solution is to make your friend apply for a tourist visa to the UK, and you may pay for her travel expenses, so that your friend can go to the UK embassy and apply for a tourist visa with the following documents: Passport, flight ticket, hotel reservation and any other documents requested by the Embassy
