According to the Ministerial Decree No. 377 of 2014, holders of all types of visas can edit their residence situation and change the visit or tourist permit to residence visa. As long as you find a new sponsorو you must obtain a letter of no objection from him and then go to the General Directorate of Residency and Foreigners Affairs and apply to change the residence.

If you are within the grace period of 30 days from the date of expiry of the residence, then you are exempt from fines of overstaying. However, if this period has passed, you shall pay the fines of overstaying to be able to modify your residence status. You may also file a grievance at the General Directorate of Residence and Foreigners' Affairs to reduce the fines.
