We would like to inform you that if you want to sue the husband for not providing financial care for  his wife and children, then check the legal information below according to the UAE Personal Status Law, as the adversary may request to apply the law of his country to the case.
So, if the man resides in the UAE, his wife can file a lawsuit against him in order to provide financial support for the wife and children.
The judge will apply the UAE law, which includes provisions requiring the husband to pay his wife and children, and the judge estimates those expenses according to his discretion after reviewing the physical condition of the husband.
In that case, either party can demand the application of the law of its country.
Then, the judge will respond, and will not apply the UAE law, but the law of the husband or wife.
Here is the text of the UAE Personal Status Law concerning your inquiry:
Article (1):

1. 1. The provisions of this law shall apply to all facts that have occurred after the provisions of this Law and shall apply retroactively to the certificates of divorce and divorce proceedings for which no final judgment has been issues.

2. The provisions of this Law shall apply to nationals of the UAE unless for non-Muslims who have special provisions concerning their sects and religion. The provisions of this Law shall also apply to non-nationals unless one of them adheres to the application of his/her law.

You have to review the court where your husband resides, and you have to submit your marriage contract and the children Birth Certificates, also, witnesses from your friends or neighbors who reside in UAE, that to prove that the husband refuse to pay alimony or financial support to the wife and children.
If the husband isn’t in UAE, then you have to file the case in the court where he resides.
