-Anyone born in Kuwait or abroad, a Kuwaiti father

- Anyone who has resided in Kuwait for at least twenty consecutive years or at least fifteen consecutive years if he is an Arab belonging to an Arab country, and who has a legitimate reason for subsistence, good conduct and behavior, knows the Arabic language and is sufficient or provides the services it needs. -Born of a Kuwaiti mother, the Governor of the State of residence until reaching the age of majority if his foreign father divorced his mother divorced or died from it.
-An Arab belonging to an Arab country, if he had resided in Kuwait before 1945 and maintained his residence there until the issuance of the decree granting him citizenship.
-Non-Arab if he resided in Kuwait before 1930 and maintained his residence there until the issuance of the decree granting him citizenship.
