We would like to inform you that regarding the amnesty for the overstayed in 2019, we would like to point out that the UAE government has granted the overstayed a grace period starting from 1 August 2018 and ended on 31 December 2018 in order to enable them to modify their status either to leave or modify the status of residence properly without paying fines or getting a ban stamp. Until today no new amnesty has been issued in this regard and you may follow the official website of the General Directorate of Residence and Foreigners' Affairs to check the latest updates in this regard.

Legally, as long as the vehicle is registered in your name, this means that the person responsible for paying the fines of the vehicle and you are legally obliged to pay these fines.

First: If these fines are traffic violations as a result of driving your friend to the vehicle in this case you can file a lawsuit against your friend asking for compensation for the damage caused to you and this can be proven through the surveillance cameras that prove that your friend is the one who was driving the vehicle

Second: If the source of the fines is something other than traffic violations and your friend intends to transfer ownership to your presence in order to evade these fines, you can file a complaint against him accusing him of defrauding your presence and seek compensation for damages caused to you.
