I would lime to enquire about a special humanitarian visa which I have applied for my brother.
Lawyer's Assistant: Where are you located? It matters because laws vary by location
I am located in UAE and I hold an Australian citizenship. My brother is Syrian and he is located in Lebanon.
Lawyer's Assistant: Has anything been filed or reported?
I have applied for Special Humanitarian Visa XB202 back in 2012 but his visa was rejected as he could not attend the interview at the embassy for a long time. I have applied again in 2018 and the file is open now. I want to know if the first rejection will lead to another rejection

I am his biological sister and proposer, and his other brother is a permanent resident in Australia. He has a huge family connection in Australia and the embassy acknowledged all that in the rejection letter.

We would like to inform you that if you applied for visa and it was rejected for reasons related with the embassy, then you can appeal against the embassy decision and provide the reasons of not attending the interview and apply again, you shall apply again after 3 months of the refusal. If you applied after that period and you fix the rejection reason then that first rejection will not affect on the second application.
Anyway, this is related with the embassy whether to accept or refuse that.
