We would like to inform you that if your inquiry relates to a school offering a job to your wife, and later the job offer was withdrawn because of their over-employment of teachers assistants, then, the Qatari Labor Law did not mention any rights on the employer in order to oblige him to complete the job offer and turn it into a work contract.
However, you can submit a complaint to the Ministry of Labor or the National Human Rights Commission in Qatar through the following link:

You may be able to put some pressure on the school in order to accept your wife to join it.
