The UAE Ministry of Interior issued a decree confirming that the passport is a personal document that the owner must keep and submit it to the official government authorities upon request. No party may withhold a passport except by judicial order and in accordance with the law. Detention of a passport is punishable by a fine of up to 20,000 AED. The employee can lodge a complaint against the employer at the Labor Office and may also lodge a complaint at the police.
