According to the provisions of the law in the State of Qatar, the employer must hand over the passport and work card to the worker and not keep it with him, If he violates this, the employer shall pay a fine of not less than 25,000 riyals. Therefore, we recommend that you file a complaint against the employer at the labor office to take proper action against him.

Following are the relevant law texts for your inquiry:

Article 8:

 Any Expatriate who is resident in the State of Qatar shall obtain a permit from the appropriate competent authority. The sponsor shall comply with the formalities for the required residence permit and the renewal thereof, provided that the application for renewal is made within a period that shall not exceed ninety days from the date of the expiry of the said permit. The sponsor shall deliver to the sponsored person his passport or travel document after finalizing the residence formalities or after applying for the renewal thereof.

 Article 39:

Without prejudice to any more severe penalty provided in another law:

1- Any person who contravenes the provisions of Article (8 / Third Paragraph) of this Law shall be punished by a fine not exceeding (25,000) twenty five thousand riyals.

2. Any person who contravenes the provisions of Article (19) of this Law shall be punished by a fine not exceeding (50,000) fifty thousand riyals.
