I want to know what is work permit exactly?

We would like to inform you that the Ministry of Human Resources and Emiratisation issues work permits for the establishment wishing to recruit and employ a worker from inside or outside the country.
Below, the required documents and conditions with the initial approval of issuing a new work permit:
- In accordance with Article 1 of Ministerial Decree No. 766 of 2015, a new work permit may be granted to a worker after the expiry of his employment relationship in fixed or indefinite contracts, when he wishes to move to another enterprise.
- The new permit for both types of contracts may also be obtained in the following cases:
- If the employer is found to be in breach of his or her legally prescribed obligations or an agreement (including, but not limited to, a case of non-payment of wages for more than sixty days).
- The case of a complaint filed by the worker against his establishment for not joining the company to close the establishment. In this case, a report from the inspection sector at the Ministry shall be established proving that the establishment has not been operating for more than two months. .
- The case of a labor complaint referred by the Ministry to the court, in which case a final judgment shall be issued in favor of the worker including his entitlement to a wage of at least two months, compensation for arbitrary dismissal or the termination of the contract specified before its end, or any other rights that the employer did not give to the worker on his own without Reason recognized by law, or deprived of end of service benefits.
- If the worker is inside the State, he must be in a position to transfer his residence from his current sponsor to the new sponsor.
A new work permit can be obtained if both parties (the worker and the employer) agree to terminate the employment contract during its validity, provided that the worker has spent at least six months with the employer. Completion of the said period shall not be required in the case of arbitrary dismissal.
New work permit for skilled workers
Employees in this category are exempted from the requirement that the employer has a six-month period before obtaining a work permit for another establishment.
The category of skilled workers includes the following skill levels:
1. First Skill Level: includes specialized occupations that require a high degree of scientific, technical and administrative skills, with a minimum university degree
2. The second skill level: It includes the technical professions that require the availability of mental skills, practical skills and supervisory qualification of a medium institute
3. The third skill level: It includes the professional labor which requires practical and vocational skills that cover the framework of the profession in an integrated secondary stage qualification.
