We would like to inform you that it is mentioned in your inquiry that you are working in a bar at a hotel and have completed 15 months at work and got a new job but the employer does not want to give you a NOC and you are asking if you may get another job in Qatar without a NOC, so according to the Qatari residence law, once the employment contract with your employer expires and your employer refuses to grant you a NOC, you may file a complaint and request a change of the employer. As according to the Residence Law, the Minister of Interior can accept the expat transfer temporary to another employer if there are cases between the expat and who bring him, provided that the Ministry of Social Affairs accepts that. The Minister or his representative may authorize the transfer of a Foreign National laborer who is not subject to the referenced Labor Law to another employer if proven that the Recruiter was abusive, or if required by the general welfare.
