His visa is now canceled because he has surrender himself in to the police, and he has received a new visa and your asking if he needs to leave Qatar for another country. According to the Law related to Residence of Foreigners, an expatriate for work may, with the approval of the competent authority and the Ministry of Labor and Social Affairs, transfer to another employer immediately after the expiry of the definite employment contract, or after five years of working with the employer if the contract is indefinite and is not required herein leaving the country.
