It should be noted that after reviewing your inquiry and legal scrutiny we would like to inform you that referring to the UAE Code of Criminal Procedure, if the complaint is filed and the complaint is related to the penalty right, the jurisdiction to hold the case is the public prosecution. And referring to the UAE Code of Criminal Procedure and Article (7) of the Law, the Public Prosecution is the only competent to bring the criminal case forward and to proceed with it, and not to file from others except in the cases specified in the law
Article (10)

2. Not to give the minor to a person who has the right to request and to dispose of the authority of his or her guardian.

4 –Swearing on people.
5 - Other crimes provided in by the law.
The complaint shall not be accepted after three months from the day of the victim's knowledge of the crime and its perpetrator unless the law otherwise provides
Article 11
the case shall be filed at the genera persecution in one of the juridical officers. In case of proving the crime and the claim is submitted in the presence of the general authority staff
