We would like to inform you that according to the Kuwaiti Labor Law, if you resigned and the employer accepted it and you apply the notice period, we advise you to look for sponsor who agrees to transfer the sponsorship on him, note that this requires NOC from the sponsor and cancelling the old visa. If the employer refused without legal reason then you can file a complaint in the labor office to get the permit to change the employer.
