Hi my f-1 visa to usa will expire in November and when applied to renew my visa the refused .. can I still go with my old visa?

We would like to inform you that if you have valid USA visa for many travels, you should not apply to renew it , the renew rejection doesn’t prevent you from travelling as the visa is still valid. The rejection was for the visa as it is still valid , and it can be renewed if it is expired.
