Article (56)
Workers who are hired at an annual or monthly wage are paid at least once a month and all other workers are paid at least once every two weeks.
Thus, if there is a violation in the employment contract, he may go to the Ministry of Labor and file a complaint and then leave the work according to Article121:
A worker may leave work without notice in one of the following cases:
1- If the employer violates his obligations before the worker in the articles stipulated in the contract or the law.
2- If the employer or his legal representative signs an assault on the worker.
You may be allowed to change the employer without NOC. Also, if you have work contract or work offer then go to the bank to get your bank statement to clarify the amount which is deposited to your account in the last months. Then there is violation and you have to go to the labor office and file a complaint against the employer in UAE branch.
Moreover, the employer doesn’t have the right to take your passport. If they took it then you can ask them to return it, if they refuse then you can file a complaint in the nearest police office and you can take copy of the complaint to the labor office to clarify the violation by the employer. As the law allows the governmental entities with legal reason otherwise it considered legal violation but the private companies are not allowed to take the passport.

The Labor Court does not require the assignment of a lawyer by you. In case you have already filed a complaint at the Labor Office and the case has been referred to the court, this means that as a plaintiff against the employer, you shall provide the evidence of not receiving your salaries and compensation, and the lawyer of the company shall prove otherwise. Labor cases are exempt from fees, where Article 5 states:
Article (5):
judicial fees in all stages of litigation and the implementation of actions brought by the workers or those entitled to them on the basis of the provisions of this law shall be exempted from the judicial fees.
The court may, in the case of not accept or reject the case, decide to charge all or some of its expenses to the complainant.
