We would like to inform you that according to the UAE law, it is not allowed as it contradict with Islam, but it is allowed for resident spouses to do so during their residence, and according to the laws of their countries. The embassies determine then id the parents are eligable to adopt the child. And then, they submit rhe documents and then make a power of attorney to a lawyer in the childs country, to find a child to adopt. Then he should go to the court to document the adoption and then to their embassy to authorize it.
Please note that it varies between countries, so check with your embassy ti know more.
