I want married

We would like to inform you that If you are a resident or citizen of Oman and wish to marry, there is a law regulating marriage to you as follows:
Article (1)
The marriage of Omani foreigners is required to obtain a permit from the Ministry of Interior, without prejudice to marriages that took place prior to the issuance of this decision. The said permit shall be issued if the applicant meets the following conditions:
1. There must be social or health reasons for marriage.
2. The applicant of a non-Omani marriage should be financially able to cover the costs of marriage, provide adequate housing and support the family.
Not to be married to an Omani unless she is unable to perform marital duties.
In all cases, the approval of the marriage permit must be preceded by social research.
Article (2):
A committee shall be formed to consider applications for approving the marriage of Omanis from foreigners in accordance with the instructions issued to regulate its work.
* Two members from the Ministry of Interior, one of whom shall be the Chairman of the Committee.
* Member of the Ministry of Social Development (*).
* Member of the Royal Oman Police.
The Committee submits its recommendations to the Minister of Interior for appropriate decision.
Article (3)
Exemption from the provisions of Articles I and II:
Firstly:
Omanis may marry foreigners after the approval of the Minister of Interior in the following cases:
1. If the candidate for marriage is a national of one of the GCC States.
2. If the candidate or candidate for marriage in Omani was born in Oman to an Omani mother and kept his residence there for eighteen years.
3. If the candidate for marriage is widowed or divorced from an Omani husband and has children.
Second:
Marriage by foreigners may be authorized by a decision of the Minister of Interior in the following cases:
(A) If the applicant marries a resident of the border areas and wishes to marry the nationals of the regions in other States.
(B) If the applicant marries Omani nationals by sex.
(C) If the applicant has the right to marry, the Minister shall assess the suitability of the authorization to marry, including the long stay abroad.
Article (4)
Without prejudice to any harsher penalty, any person who violates the provisions of this resolution shall be subject to the following penalties:
(A): A fine not exceeding RO 2,000
(B) Denial of access to public office.
(C) Deprivation of the admission of a foreign spouse or spouse, except in cases of a violation of Article 3 of this Decision
** Here are the marriage requirements as follows.
1 - passports of the owners of marital relationship
2 - Residence them in the state
3 - Provide a certificate of medical examination that shows the absence of diseases and indicate the extent of fitness for marriage
4 - The wife to obtain a certificate of no objection to marriage and the matter is through the review of the embassy of the State and apply for it
5 - The wife to obtain a certificate showing the social status of her, which shows if the marriage or was previously widowed or divorced or single
** With the verification of the main elements of marriage, the presence of the guardian or his representative in the event of his failure to attend and then bring two witnesses to the court before the court and complete the procedures of the marriage and the legalization of the marriage contract from the court and authorized by the court and approved by the Omani Foreign Ministry and embassies of your countries
