The Netherlands is no longer a country with a points-based immigration program, so if you want to immigrate to the Netherlands, it depends on the system of nomination or in a different way contract systems.
Therefore, you have to contact any employer in Netherlands, either online, or from by a relative or friend of yours there. Look for a job that matches your scientific and practical qualifications. In case of having a work contract, it must be approved and authenticated by the competent authorities in Netherlands. Also, translated and approved by your country's competent authorities. Then, you can apply for a visa through the Dutch embassy in your country.
The following documents to obtain a work visa:
Valid passport at least for six months
Two personal photos
Bank statement
Certificate of good conduct
The work contract certified with the offer letter 
Place of residence or work and airline tickets. 
Paying visa fees
An interview will be conducted at the embassy and if you pass successfully, you will be able to get a visa.
