If the marriage is in Turkey and since marriage will be in front of the municipality, it is a civil marriage so it does not need to attend the guardian.

We would like to inform you that the guardian doesn’t need to present in the embassy. You can ask for the certificate of celibacy from the embassy without the guardian.
