and according to article (104) of the  Penal law  in the United Arab Emirates, state as follows:

“who offers a check with bad intents, which has no revenue, not retractable or irretrievable amount, all or in part of the revenue, after giving the other part  the corresponding instrument,  so as not to meet the remaining value of the check should not have the ability to exchange the amount

In order to file a claim against the refunded person, a formal complaint must be file at the police department of the Emirate concerned. Among the UAE's attempts to save their time and effort, you can now file a complaint by applying the Dubai Police phone.
After selecting "Report Returned Checks," you'll be taken to another page to fill in details such as:
- applicant's information (UAE ID number and e-mail address);
- check details (bank name, account number);
- Police Department (a section must be chosen from among the sections listed).

After that, you are asked to upload the check photo with a summary of the complaint. After completing the process, you will receive a confirmation letter from the Dubai Police and you will be notified of your appointment.

The police will ask you for the original check with your ID and a copy of it.
