Most of transactions are not with the owner directly and it can be through the agent, but for the purposes of payment the fee, there must be a rent contract from the Real Estate Regulatory Authority and it shall be attested. Therefore you can pay to the agent and it is not a condition to pay to the lessor directly according to the UAE law
