·         First: Adoption of Muslims

Adoption is forbidden by Islamic law and is prohibited by national legislation. Adoption, in the sense of child care without giving the title or name or guarantee of an orphan child, is permissible and legitimate if it is done through authorized charitable organizations such as the Dreama Foundation in Qatar

·         Second: Adoption of non-Muslims

Non-Muslim couples residing in the state can adopt a child during their stay in the country according to the laws of their country and country of the child. Their embassies in Qatar determine whether parents are suitable to adopt a child before accreditation. The couple takes the necessary documents to the country of the child they wish to adopt, and to hire a lawyer or intermediary to help them find a child in the orphanage. This is followed by a petition to the court in that country to ratify the adoption and then to their embassy to legitimize the process.

Note that the process and requirements for adoption may vary from country to another, so it is better to check your country embassy in Qatar before applying.
