I would like to complain against one cargo company...

The second:
file a lawsuit at the court.

If the complaint is rejected, you can submit a grievance to the department of the consumer protection with the submission of new documents or evidences confirming through which the validity of the complaint.

Finally,
we keep our advice to complain to the department of the consumer protection so as to avoid paying court fees in addition to hiring a lawyer and pay his fees.
