We would like to inform you that if the foreigner runaways from the employer and leaves Kuwait, then he will be placed on the ban lists and deported from the state. He can not return again unless he obtains the approval of the head of police departments and of the general security. In other words, returning to Kuwait depends on obtaining approval from the head of police and general security departments.
Here is the text of the Kuwaiti Residence Law concerning your inquiry:
Article 19
A foreigner who has been deported may not return to Kuwait except with the special permission of the Head of Police and Public Security.
