You are right, there's no embassy or mission of the Republic of Zambia in Oman,
Still you'll need a VISA to enter Zambia,
To get the papss, you should apply for the VISA from their mission in Cairo - Egypt

 21Sheikh Mohamed Ghazali Street (off Mosadak Street) Dokki, Cairo 12311 Egypt

Please note that there's no known Website on the embassy at this date,
The VISA should be obtained at the Embassy and you can't get it in arrival at the airport,
