In this case, you can leave the work without paying compensation for the employer and you can file a complaint against him at the labor office or institute a free lawsuit against him.

We would like to inform you that the law regulating the entry and exit of foreigners stipulates that the employer shall hand over the passport and ID card after completion of the work permit procedures. He is not entitled to keep these documents. If he violates this, the employer shall pay a fine of not less than 25,000 riyals. Therefore, we recommend that you file a complaint against the employer at the labor office to take proper action against him.
Following are the relevant law texts for your inquiry:
Article 8:
Any Expatriate who is resident in the State of Qatar shall obtain a permit from the appropriate competent authority. The sponsor shall comply with the formalities for the required residence permit and the renewal thereof, provided that the application for renewal is made within a period that shall not exceed ninety days from the date of the expiry of the said permit. The sponsor shall deliver to the sponsored person his passport or travel document after finalizing the residence formalities or after applying for the renewal thereof.
Article 39:
Without prejudice to any more severe penalty provided in another law:
1- Any person who contravenes the provisions of Article (8 / Third Paragraph) of this Law shall be punished by a fine not exceeding (25,000) twenty five thousand riyals.
2. Any person who contravenes the provisions of Article (19) of this Law shall be punished by a fine not exceeding (50,000) fifty thousand riyals.

Thank you Sir for the answered. I am very confious now I really don’t know what to do and how to start. My employer still keep my passport and I don’t know how to take it from her.
