We would like to inform you that babies get the American nationality from their parent directly even if they are outside the country. But if one of the parent is American and the other not, then you have to review the USA embassy to find the conditions as it is related with the residence duration there.
So you can go to the embassy and get passport to your son and attach the father’s copy of passport and the father and son birth certificate, and the marriage contract. Then the embassy will determine the fees, so it is better to go to the embassy for more details.

There are no other methods, but an exception can be filed against the embassy's decision before the embassy court and it has the absolute power to change its decision and grant the child the passport or not if the appeal is decided before the same embassy where a form is obtained and Fill it out and submit it and leave the decision to the court.
