We would like to inform you that if your sister is resident in Oman and her job allows her , then she can get visa to Dubai on arrival.

As the residents in the GCC area are allowed to get visa on arrival to any gulf country if their job is allowed for that, and the allowed jobs are determined by the Residence Department.
