If you reside in a UAE visitor visa, you are not allowed to obtain the license but if you have an international license to drive it after obtaining a permit from the General Directorate of Traffic in the UAE

in the UAE from the RTA website www.rta.ae or through its smart application. You can also renew your driving license through any of the seven outlets located in shopping malls or through 17 institutes Of the Driving Education Institutes located throughout Dubai or through nine accredited optics centers in Dubai. - Service Fees

100 AED licence renewal fee

20 AED knowledge and innovation fees

The license renewing delay fees is AED 10 per month, up to a maximum of AED 500.
