Bhcg is the hormone used to diagnose pregnancy and is used as an indicator of normal conception,
It is positive when it is above 25
And in normal pregnancy it is doubled every 48 to 72 hours.

In your case there is many different possible causes as:

Wrong test and so the first thing you have to do is to repeat the test again after 3 days.
Miscarriage
So, if the result still abnormal after doing the test again, you have to visit obs doctor for clinical examination and US of the uterus and fetus.
