according to what you mentioned at your question, the commonest cause of your complain is due to allergic skin reaction or rash due to irritants like chemical materials or dusts and smokes which result is red eye or red skin around your eyes. I advise you to do the following

• avoid irritants as you can and what you know.
• wash your face with clear water daily.
• avoid manipulating the dried skin and do not remove it , just keep area clean and dry.
• use chloramphenicol eye creams on the red skin three times daily.
