I couldnt apply for the passport of my baby. He is niw 6 months old. I want to know about the fines

My baby was born on october 28, 2022. I lost my maarigae certificate, so i couldnt apply for the birth certificate and hence passport. I got the duplicate marriage certificate from India, i have given it for attesttation. These all took some time, so there is a delay of 6 months now. Is there any way to get a discount for the fine ?
