We would like to inform you that it is required for Omanis to marry foreigners to obtain a permit for that from the Ministry of Interior, and without prejudice to any harsher penalty, whoever violates the provisions of this decision shall be punished with the following penalties: (A): A fine not exceeding two thousand Omani riyals (B): Deprivation of assuming public office. (C): Deprivation of admitting a foreign wife or husband, with the exception of cases that are in legal violation of Article (3) of this decision. The law governing the marriage of foreigners in Oman stipulates that: Article (1): For Omanis to marry foreigners, a permit is required from the Ministry of Interior, without prejudice to marriages that took place before the issuance of this decision. The aforementioned permit shall be issued if the applicant fulfills the following conditions: 1. There must be social or health reasons for marriage. 2. The applicant for marriage to a non-Omani woman should be financially able to afford the costs of marriage, provide suitable housing, and provide for the family. 3. He shall not be married to an Omani woman unless she is unable to perform marital duties. In all cases, approval of a marriage permit must be preceded by social research. Article (2): A committee shall be formed to examine requests for approval of Omanis marrying foreigners in accordance with the instructions issued to organize its work. Its composition shall be as follows: * Two members from the Ministry of Interior, one of whom will be the head of the committee. * Member of the Ministry of Social Development (*). * A member of the Royal Oman Police. The committee submits its recommendations to the Minister of Interior to issue the appropriate decision. Article (3): An exception to the rule of the first and second materialism: Firstly: Omanis may marry foreigners after the approval of the Minister of Interior in the following cases: 1. If the candidate for marriage belongs to the nationality of one of the countries of the Cooperation Council for the countries of the Cooperation Council. 2. If the candidate for marriage to an Omani was born in Oman to an Omani mother and maintained his residence there for eighteen years. 3. If the candidate for marriage is widowed or divorced from an Omani husband and has children. secondly: Marriage to foreigners may be authorized by a decision of the Minister of Interior in the following cases: (a): If the applicant for marriage is a resident of the border areas and wishes to marry a citizen of the regions in other countries. (B): If the applicant for marriage is an Omani citizen by sex. (c): If the applicant for marriage has conditions with which the minister assesses the suitability of authorizing him to marry, including a long stay abroad. Article (4): Without prejudice to any harsher penalty, whoever violates the provisions of this decision shall be punished with the following penalties: (A): A fine not exceeding two thousand Omani riyals (B): Deprivation of assuming public office. (C): Deprivation of admitting a foreign wife or husband, with the exception of cases that fall in legal violation of Article (3) of this decision.
