Can i renew driving licence oman on visit visa

Laws in the UAE allow the visitor to drive a car if he possesses a valid international driving license, using a rented car or driving a car registered to one of his first-degree relatives, provided that he is committed to carrying the visit visa with him permanently while driving.
However, the Omani driving license cannot be renewed if you have a visit visa.
